SPECIAL PROVISIONS FOR 15-YEAR CONTRACTS:

WILDLIFE HABITAT INCENTIVES PROGRAM (WHIP)
RANKING CRITERIA WORKSHEET FOR HAWAII FY04

IF:

  • Success of the project is unlikely due to onsite or offsite conditions (e.g. high maintenance costs, water availability problems, lack of access), OR
  • Applicant has not implemented or maintained practices as planned and designed in an approved conservation plan, OR
  • Applicant does not have control of the land for at least 15 years, or the lease does not allow the proposed land use (e.g. lease allows only pasture use and the applicant wants to grub and revegetate with endangered plants), OR
  • Project’s Primary Goal is commercial production, THEN:
District Conservationist must send applicant ineligibility letter with 30-day appeal rights, by Certified Return Receipt Requested mail.

OTHERWISE:

IF:

  • Applicant has control of the land (per WHIP manual Part 517.11(b)) for at least 15 years, AND
  • Project is located within a USFWS proposed "Critical Habitat" area or an "Essential Plant Habitat" area (check Arcview maps), AND
  • Project would benefit listed threatened or endangered plant or animal species (list species),

THEN:

Project is eligible for 15-year, up to 100% cost-share contract. District Conservationist must send applicant eligibility letter and begin project proposal development.
