Purpose:
Provides guidance for the multi-level review process for the Environmental Quality Incentive Program (EQIP), Wildlife Habitat Incentives Program (WHIP), and Agricultural Management Assistance (AMA).

Background:
This bulletin serves to provide guidance for the multi-level review in the Pacific Islands Area (PIA) for EQIP, WHIP, and AMA applications prior to approving contracts for funding. Promotion of FY 2010 applications to contracts requires two levels of review. This process aligns with OMB Circular A-123, Appendix A, Management’s Internal Controls, which establishes a segregation of duties specific to awarding of contracts, grants, and agreements in ProTracts and FFIS.
To assist with tracking EQIP, WHIP, and AMA applications, an Application Review Worksheet for each program is maintained and posted on the PIA SharePoint Site at:

The First Level Reviewer is the District Conservationist (DC) who shall ensure all of the required items on the Application Review Worksheet are complete and checked prior to the second level review. The Second Level Reviewer reviews the application and ensures all required items on the worksheet are complete. If all items are satisfactory, the Second Level Reviewer changes the application status in ProTracts to Pre-Approved. Once an application is Pre-Approved, the District Conservationist prints out the NRCS-CPA-1202 Contract with Appendix for the applicant’s signature along with the NRCS-CPA-1155. After the applicant signs, the District Conservationist changes the application status in ProTracts to Approved and enters the date in ProTracts that the applicant signed the NRCS-CPA-1202 and Appendix. For Approved applications, the District Conservationist uploads all required contracting documents to the PIA Share Point site at:

The District Conservationist shall update the Application Review Worksheet located in the PIA Share Point site every Friday. Updating the Application Review Worksheet automatically notifies the Program Manager.
Once the Second Level Reviewer promotes an application to a contract the District Conservationist shall provide the participant with a copy of all necessary contracting and planning documents and records this final action on the Application Review Worksheet.
